Dusty's Fennel - please help!

I thought this was on plant when I bought it, but now that it's growing, I think I have multiple fennel plants. There may be 6 of them. Will the bulbs grow to maturity if I keep them clustered like this? Or should I pull it up and seperate them, then replant them? Will that kill them? I have no clue how deep the roots go at this point. The foliage is well over a foot tall.
