garlic troubles

I've never tried growing garlic myself, but a friend of mine has had some difficulties.

He lives in Iowa, he plants the bulbs in the fall like you're supposed to, but he only gets clusters of growth and not a full garlic head.

I don't know what he's talking about but said I'd help him find an answer. Anyone know what's going on with this?

    The first year I was not very successful but I simply pulled up the garlic that I did get split them into cloves and replanted the next year I had an over abundance of garlic.

    I maintain a onion/garlic bed and evey year it gets bigger. I simply take the onion babies off of my leaks and replant them as I harvest them. When I harvest my garlic I keep the best looking cloves and replant them.

    Garlic needs an inch of water per week never let the soil dry out (but do not water it as you near harvest time- for 3 weeks) stop watering once the leaves begin to turn yellow.

    Soil requirements: loose soil with lots of compost proper balance of nitrogen/phosphorus/potassium

    When flowering stalks appear cut them back so the energy goes to the bulbs (although the monarch butterflies love their flowers so leave at least one)
